Adds a new
toolsdirectory which contains tools for this repo. In this PR, we added the already existing and line for line copy/paste of the response snippet generation suite. No code changes were made (except to a path) and was copied from an internal repo. We've been using this tool for years and it's time it lives properly here. A follow-up PR will bring the tool up to date as we run it for the first time in awhile but for now it's a direct copy of already existing code.
