feat: Make Cancel Subscription Option More Visible and Accessible

Explanation of Change

• Always show "Cancel subscription" for yearly subscribers, removing the hasPurchases gate that hid it from many users
• Renamed from "Request early cancellation" to "Cancel subscription" across all 10 languages (title + subtitle)
• Changed icon from CalendarSolid to CircleSlash to match the approved design
• Added bold title styling for consistency with sibling menu items
• Renamed component from RequestEarlyCancellationMenuItem to CancelSubscriptionMenuItem
• Extracted canCancelSubscription() shared utility to gate eligibility (excludes trial, pre-trial, and expired-trial-without-payment users)
• Added FullPageNotFoundView route guard and FullscreenLoadingIndicator on the cancellation survey page
• Added optimisticData/successData/failureData to cancelBillingSubscription to fix infinite spinner on API failure
• Hidden cancel button while subscription type change is pending (pendingFields.type)

Tests

Prerequisites: Log in with an account that has an annual subscription with a payment card (subscription type yearly2018).

1. Navigate to Settings > Subscription
2. Verify "Cancel subscription" appears in the Payment section with a circle-slash icon, bold text, and right chevron
3. Click "Cancel subscription"
4. Verify the survey page opens with header "Cancel subscription" and subtitle "What's the main reason you're canceling your subscription?"
5. Click Submit without selecting a reason → verify validation error appears
6. Select a reason → verify note field appears
7. Fill in the note and click Submit → verify a success screen appears ("Request submitted" or "Subscription canceled")
8. Click Done → verify navigation returns to Subscription page
9. Log in with a pay-per-use account → verify "Cancel subscription" does not appear
10. Log in with an active free trial account → verify "Cancel subscription" does not appear

  • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
• I followed the guidelines as stated in the Review Guidelines
• I tested other components that can be impacted by my changes (i.e. if the PR modifies a shared library or component like Avatar, I verified the components using Avatar are working as expected)

Hey, I noticed you changed src/languages/en.ts in a PR from a fork. For security reasons, translations are not generated automatically for PRs from forks.

If you want to automatically generate translations for other locales, an Expensify employee will have to:

1. Look at the code and make sure there are no malicious changes.
2. Run the Generate static translations GitHub workflow. If you have write access and the K2 extension, you can simply click: [this button]

Alternatively, if you are an external contributor, you can run the translation script locally with your own OpenAI API key. To learn more, try running:

Typically, you'd want to translate only what you changed by running npx ts-node ./scripts/generateTranslations.ts --compare-ref main
