Changes look good to me, I left one question. I like this direction because it's more in line with normal React hook semantics where the caller is responsible for keeping things stable.
I also ran tests in E/App and they passed. The only thing that worries me a bit is that we could regress in some places where currently useLiveRef masks unstable inputs. We could review a couple of components where we use useOnyx with dependencies to verify it doesn't introduce any additional recalculations (and prepare them for this change if it does)

Details
useLiveRefwas a trick to provide stable references for Onyx selectors, so they could be defined inline without triggeringuseSyncExternalStore->getSnapshoton every render. This came with the gotcha that changing a selector wouldn't trigger a snapshot refresh.Now, we have lint rules enforcing stable references for Onyx selectors. So
