Description:

Create API endpoint for general talent filtering. This endpoint should accept various filters (skills, classifications) outlined in the Talent Filter UI #4964. The endpoint needs to return a list of applicants, ordered by some future business rules around ordering, with pagination.

Should allow for multiple filters (we might expand in the future).

For now profiles matching any classification and all skills should be returned.

Needs to handle pagination
