v11: Update to Ocean GC v2.9.0, mom6 geos/v3.8, FMS geos/2019.01.02+noaff.11

This PR updates GEOS_OceanGridComp to v2.9.0. This has multiple fixes in the Ocean Grid Comp from @afahadabdullah, @sinakhani, @zhaobin74 and @adarmenov:

This also updates to use mom6 geos/v3.8 which has MOM6 as of 2026-Mar-03

It also has a fix needed for building GEOS with ifx using Debug flags. We also have to move to FMS geos/2019.01.02+noaff.11 for the same fix there.

This is zero-diff for the dataocean, but non-zero-diff for Coupled MOM6 runs.
