Implemented a notifications icon in the employer panel header.
The NotificationsPopup.js file handles the addition of a red notification icon. This was added to header.js.
I created a new file called NotificationsPopup.js, and added a new image for the notifications icon called NotificationIcon.svg. It also polls every 30 seconds, checking for shifts that have applicants.
