Add new icu4c version and migrate many packages. Formulae that will be handled later:

Current issues:

• Some qt@5 patches are not available anymore, brew fetch fails. The mirrors still have patches from https://download.qt.io/official_releases/qt/5.15/ but I'm not sure about https://deb.debian.org/debian/pool/main/q/qtwebengine-opensource-src/qtwebengine-opensource-src_5.15.19+dfsg-3.debian.tar.xz
• dotnet fails to build on x86_64 Linux
