Rationale for this change

The Vehigo project lacked a dedicated masthead section to introduce the project, highlight its mission, showcase admins/mentors/contributors, and provide contact information.
Adding this page improves project visibility, gives proper recognition to contributors, and enhances user experience.

What changes are included in this PR?

• Added masthead.html page
• Included project title, tagline, and short mission statement
• Added Project Admin & Mentors section
• Added Contributors section fetched dynamically from GitHub API
• Added Contact & Social Links section
• Implemented responsive design for mobile and tablet screens

Are these changes tested?

• Tested on desktop, tablet, and mobile viewports
• Verified responsive behavior and proper display of cards and social icons
• GitHub API contributors are dynamically fetched and displayed

Are there any user-facing changes?

• Users now see a masthead section summarizing the project, mission, team, and contact info
