Restores the addOverrideOptions function and override.js file that were removed in the rewrite. The only changes from the originals are: - Use MODIFICATIONS.set since it is now a Map instead of a plain object - Export OVERRIDE to allow using it through import rather than <script>

The option to specify a local recipe set using the
OVERRIDEvariable, which factoriocalc depends on, was removed in the rewrite. This pull request adds this feature back to restore factoriocalc functionality.
