I noticed that the CI tests were struggling with the large amount of testing data and frequently downloading it from the Google drive. I took this opportunity to go ahead and stub the data and modernize the testing data storage.
The testing data README contains detailed documentation about each test dataset; however, because I don't know all of the details of each store name, it's currently filled with a bunch of placeholder
TODOs.These placeholders to-dos will be addressed in a follow-up PR.
