Overview

Once implemented, this will make it easier for me to start working through the backlog of open issues and PRs, as well as (hopefully) making it easier for others to contribute while ensuring that everthing remains fully working.

So far, this PR includes:

Automatically create new tag when PR merged
..and publish Docker tag
Skeleton of new test suite
Yarn updates
CI
General robustness imprvments
Updates hundreds of dependencies (there's still many more to go 😱)
