These changes are the work for this ticket: #54.
Within the dropbox manager cron job description, I have added a call to the metadata upsert function. This means that every time a new file is moved from the dropbox to the task server, its metadata will also get added to the database.
I've also removed the old & unsupported delta-indexer job, and any calls to it in the file system.
