fix: lazy-load optional Svelte and Vue ESLint parsers - #19

Bring runtime and dev tooling to current majors (ESLint 10, Babel 8, semantic-release 25, synckit 0.11) with ESLint 8/9 compatibility preserved in rule context helpers.
Defer require() of svelte-eslint-parser and vue-eslint-parser until flat/svelte and flat/vue configs are accessed via lazy getters, so flat/recommended works without those optional dependencies installed.
