Upgrade the directly consumed Foundation tooling cohort to 0.24.2 and Brand to 0.12.7. Keep lint ownership in workspace packages and replace the copied AI Elements lint exceptions with Foundation's shared policy and registry source ownership declarations.
The upgrade requires layered import ordering, declaration-level type imports, named adjacent component props, and private folders for route support files. Preserve native Node import extensions in the proxy and database readiness script. Package/config changes, mechanical import formatting, and props/route compatibility are separate commits for review.
Validation: the full repository check passes all 35 tasks and package boundaries, including UI checks, canonical registry integrity, types, tests, and zero lint warnings/errors. Depends on #1159, which refreshes Tool from the current registry.
