Including a pyproject.toml file in a non-Python repository offers several advantages, primarily centred on standardisation and tool consolidation. The most significant benefit, in my opinion, is the ability to consolidate settings for multiple tools into a single file under the [tool] table. This reduces "configuration sprawl" by replacing various standalone dotfiles with one central source of truth, well in most cases.

So here is a first attempt to put the infrastructure in.

Note: Fortitude linter still require its own config file.
