As per https://learn.microsoft.com/en-us/entra/identity/role-based-access-control/permissions-reference#hybrid-identity-administrator, Hybrid Identity Administrator permissions are not enough to install and operate Connect Health agent.

This PR fixes botched permissions during previous mass change 62d7702.
