This PR catches NCAR:main up with ufs/dev

Dependencies:

• Updates for ufs/dev PR329 ccpp-scm#650
• Metadata: relative_path --> dependencies_path ccpp-framework#693
• CCPP metadata-only changes; ccpp-framework update to head of "develop" branch NOAA-EMC/ufsatm#1034
• CCPP metadata: relative_path --> dependencies_path ufs-community/ccpp-physics#329

Can this be merged soon, please? Once it's in, I can update the physics in NEPTUNE, which will allow us to use the ccpp-framework develop branch. In a next step, I will create a PR from the ccpp-physics code used in NEPTUNE back to NCAR main with a number of improvements and bug fixes.
