Test the scalability of EAGLE ensemble on WCOSS2

A scalability test is needed for WCOSS2. The run time for a base run (forecasts with grib2, no hurricane track) for eagle solo on Cactus is as follows:

# of tasks: 80, forecast steps: 64, run time: 2584s

Will test with different CPU numbers.

@CarlosMDiaz-NCO I want to confirm with you that the timing is increasing rather than decreasing when the number of cores is increasing in your testing? This is what we got from Ursa:

typed the cores in wrong, I had it backwards. Corrected now, 32 cores took 50 minutes.
