Withdrawn: Qwen3.5 CI will invoke the existing scripts/training/setup_experiment.py and scripts/training/run_recipe.py entry points directly. These library recipes do not require changes to scripts/performance. The native CI integration is tracked in https://gitlab-master.nvidia.com/dl/JoC/nemo-ci/-/merge_requests/2965.
