What does this PR do ?
Adds three new randomized augmentations: soft and hard clipping, lossy codec copression (Opus/MP3/Vorbis/GSM), and lowpass filters. Can be used in any training run that uses Lhotse dataloaders/samplers.
Depends on latest Lhotse features lhotse-speech/lhotse#1512 lhotse-speech/lhotse#1510
as well as on a PR that is currently in review lhotse-speech/lhotse#1511
