We don't change constraints.txt only. That file is auto generated and is only for lower bounds due to vulnerabilities.

@mckornfield @binaryaaron There's no explanation of why dependabot is doing this, is there? I don't see vulnerabilities in https://github.com/NVIDIA-NeMo/Safe-Synthesizer/security/dependabot. So I don't think we want to just arbitrarily bump lower bounds, especially in constraints.txt. Right?
