What this does

Atom now picks up changes to AGENTS.md during a session. Before, it read the file once at startup.

  • The repository_instructions block is recomputed every turn and stays in the cached part of the prompt. Its expression is self._repository_instructions().
  • Each turn it compares the files' size and modification time with the last read. If nothing changed, it reuses the saved text, so the prompt stays identical and the prompt cache still works.
  • Each section header shows when the file was last changed: Instructions from <path> (updated 2027-01-15 08:00 UTC):.
  • Files are looked up from the startup folder only. Changing the shell's directory with cd doesn't change which files are read.
  • A file created during the session shows up on the next turn. A removed file empties the block. With no AGENTS.md, the block is present but empty.

Atom only. No core changes, and the nooa-cli copy of the instructions code is untouched.

Tests

  • New: test_repository_instructions_follow_file_changes (no file → empty; create → shown with time; unchanged → same cached text; edit → new text; delete → empty).
  • New: test_repository_instructions_stay_with_the_startup_folder.
  • test_atom_prompt_budget: the handle total limit is raised from 18,600 to 18,700. The empty block adds 60 characters on the first call (measured 18,660).
  • Full Atom suite: 1103 passed, 6 skipped, 1 xfailed. 2 failed: the known flaky test_session_new_latency, and the budget pin, which is fixed in this commit and passes when rerun.

Summary by CodeRabbit

  • New Features
    • Repository guidance now reflects changes to AGENTS.md files while the agent is running, including newly added, edited, or removed instructions.
    • Guidance sections display each file’s last-modified time in UTC. If that time cannot be read, it is shown as unknown.
    • The agent continues to use instructions from its startup directory, even if its working directory changes.

The repository instructions block is now a dynamic prefix block that
re-reads AGENTS.md from the startup folder only when a file's size or
modification time changes, so an unchanged prompt prefix stays
byte-identical. Each section header shows when the file was last
updated. A file created during the session appears on the next turn;
a removed one empties the block.

📝 Walkthrough

The agent now reads repository instructions through a cached renderer. It refreshes the rendered guidance when instruction-file signatures change and includes each file’s UTC modification time in its section header.

Changes: Repository instruction refresh

Layer / File(s) Summary
Instruction rendering and cache
packages/nooa-atom/src/nooa_atom/agent/instructions.py, packages/nooa-atom/src/nooa_atom/agent/__init__.py, packages/nooa-atom/tests/test_agent_core.py
RepositoryInstructions caches rendered guidance and refreshes it when discovered instruction-file signatures change. Instruction headers include UTC modification times, or unknown if reading a timestamp fails. Tests cover cache reuse, file creation, edits, and removal.
Agent context integration
packages/nooa-atom/src/nooa_atom/agent/agent.py, packages/nooa-atom/tests/test_agent_core.py, packages/nooa-atom/tests/test_atom_prompt_budget.py
AtomAgent registers repository instructions as a context expression for its startup directory. Tests cover instruction lookup after a shell directory change. The handle prompt limit increases to 18,700 characters.

Unusual timestamp-preserving edits can leave stale repository instructions in an active session. The change is otherwise mergeable with this bounded risk acknowledged.

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win

Detect same-metadata instruction edits.

If an in-place edit keeps the file length and restores its modification time, this signature does not change. RepositoryInstructions.render() then returns the old instructions on every later turn. Include a content digest when checking for changes, or add st_ctime_ns to catch timestamp-preserving writes on filesystems that track them. Test a same-length rewrite with the original modification time restored.

Brings in #486 (ACP concise card), #487/#488 (Pool 2 ACP dialect) and
#490 (AGENTS.md reload). Conflicts in agent.py and test_atom_prompt_budget.py:
the dynamic RepositoryInstructions block (startup folder, stat-cached,
"updated" header) now lives in AtomAgentBase, and AtomAgent._install_context
sets it again on restore, next to the static workspace block and the role and
status blocks. Prompt budgets re-measured (+230 characters for the always
present, possibly empty, block; limits unchanged).
