Add the ability to filter windrose data by specific months, seasons, and year(s).
Currently the windrose endpoint only supports [year_set] (sample/full) and [year_range], but lacks granular temporal filtering.
Motivation:
Users need to analyze wind direction/speed distributions for specific time periods for example, winter months only, or a particular month across multiple years to support seasonal energy assessments.
