refactor: handle events from one place

Idea behind this is to avoid any issues related to nonce data races. Now we have only one place to send transactions and we can control when to resync nonces safely (between batches)

FYI, I fixed omni-relayer's CI, but I don't want to include fixes for other projects here. I'll probably open a new PR fixing all other warnings tomorrow
