- simplify .env.example to focus on Docker services configuration
- add .helix/languages.toml for Biome linter and formatter integration
- add .node-version file to enforce Node.js 22 requirement
- add cli/setup.ts scaffold for automated project setup script
- remove unused cookies.txt file
