Currently if a source changes resolution there are 2 options. Crop the footage to match the original resolution or end the recording and start a new one for the new resolution. This proposal would add a new option so that if the resolution changes it would up or downscale it to fit in the bounds of the original resolution.
Potential use case. While I am streaming I record my gameplay to upload the raw footage alongside the vod. If for some reason I need to change the resolution I have it setup to split into a new recording. I then stitch them together later and have to render it out which can take awhile. So being able to have it automatically up or down scale and stay in the same recording file would save quite a bit of time.
