#6559 turns out to be too difficult, while the investigation there was useful might result in some improvements of the master branch.

This PR is trying to do it in an alternative and less invasive manner.

Most of the regressions are okay. The PR produces correct NONE control mode for many cases.

For example, for the case, 9_3A_GINJ_REIN-G_STW.DATA.

With the control set up for group RES is

When the wells under group RES under their own control, the GMCTP:RES remains to be 0 (NONE) until some group constraints get broken.

most of the failure cases are fine with corrected GMCTP and FMCTP summary output.

The following three cases need some attention.

04_model4_udq_group (with tuning the results discrepancy can be fixed)

26_6_uda_model5_stdw

and

24_wvfpexp_02 (well open longer and it should be fine)

26_6_uda_model5_stdw and 04_model4_udq_group need some investigation.
