Unclear what the implications are for all the other adapaters. Maybe this is just a niche Slurm thing and there's no reason another resource manager would use these new properties? |

As far as I know the business of actually using
AllowQos/DenyQosis out of scope for OOD core, so this PR is setting up for another PR to dashboard.
