This PR does a few things:

  • Adds a warning/notice to orbit chain owners about potential delays to withdrawals for any pending withdrawals at the time of the upgrade to BoLD for an Orbit chain
  • Adds a recommendation for orbit chains to adopt BoLD ~30d after BoLD is on Arb1/Nova mainnet
