Description

Fixing the bazel build, which currently is broken on the dev branch.

  • Fixed platform specific build
  • Pinned Bazel version to upstream DP Lib version
  • Load DP Lib upstream dependencies first to use their latest version of dependencies

None

How has this been tested?

  • ran bazelisk build ... under Linux

* Fix platform specific configs
* Pin Bazel version, so that it is consistent with upstream DP Lib Bazel
* Use the dependnecies from the DP Library and load those dependencies
  first, so that the versions match with dependnecies that are
  configured later in the WORKSPACE file.
