gpu_ci: add V100 GPU runner for GitHub Actions workflows

Background

Add V100 GPU self-hosted runner support for CI workflows.

Changes

• Add GitHub Actions workflow for V100 GPU runner
• Enable GPU-based CI jobs
• Configure runner labels (gpu, v100)

Test

• Verified runner registration
• Workflow can be triggered successfully

Impact

• No impact on existing workflows
• Improve GPU CI coverage
