Add support for Felbog Fang Hindered mod #8528

Description of the problem being solved:

The Felbog Fang unique amulet has a mod to apply hinder to the enemy if 25% of the duration of a curse on the enemy is expired. The other 2 mods that already used the Curse Expired config were working, so I just followed how they worked.

Steps taken to verify a working solution:

  • Took Singularity as a weapon and removed the constant applied hinder mod. So that this way it just gives 100% inc damage when the enemy is hindered.
  • Set the curse expired percent to 25, and saw that the damage increases because of Singularity.
