refactor(gemini): share sync and async telemetry policy

💡 Motivation and Context

The Gemini synchronous and asynchronous models duplicated authentication setup, PostHog defaults, parameter merging, streaming event capture, and embedding telemetry. Policy changes could produce different behavior between the two clients.

This change moves that shared policy into a private base while leaving synchronous and asynchronous provider calls, stream iteration, timing, and public adapters explicit.
