feat(exchange): add Binance balance parsing and WebSocket implementation

• Add parse_balance_with_type function supporting spot, margin, isolated, linear, future, inverse, delivery, funding, option, and portfolio account types
• Create comprehensive Binance WebSocket implementation with subscribe and watch methods
• Add watch_ticker, watch_tickers, watch_mark_price, watch_order_book, watch_order_books, watch_mark_prices, watch_trades, watch_ohlcv, watch_bids_asks, watch_balance, watch_orders, watch_my_trades, and watch_positions methods
• Implement exponential backoff configuration for WebSocket reconnections
• Add WebSocket error classification with transient and permanent error types
