Fix grammar and spelling issues in amss.md lecture

This PR addresses grammar and spelling issues throughout the amss.md lecture on "Optimal Taxation without State-Contingent Debt" to improve readability and ensure alignment with academic writing standards.

Key improvements made:

Grammar and sentence structure:

• Fixed missing articles and prepositions ("In each period" vs "Each period")
• Corrected verb usage ("give probabilities" vs "tell probabilities")
• Improved technical precision ("equal to unity" vs "to unity")
• Split overly complex sentences for better clarity
• Fixed redundant constructions and repetitive phrasing

Academic writing style:

• Replaced contractions with formal language ("let us" vs "let's")
• Enhanced precision in technical language ("with certainty" vs "for sure", "possibility" vs "prospect")
• Removed informal constructions while maintaining accessibility
• Improved logical flow between complex economic concepts

Formatting and consistency:

• Corrected punctuation and spacing issues
• Fixed spelling errors ("facilitates" vs "facilities")
• Cleaned up code formatting and line continuations
• Ensured consistent terminology usage throughout
