[CK-Tile] Refactor base pipeline usage

Proposed changes

The main motivation is to simplify instantiation and usage of ck-tile gemm kernels
The dispatch on tail number can be moved to pipelines
Caveat: the tail number will need to be computed on device
It doesn't seem to affect the kernel latency in a few local runs

Testing

The tests are compiling
It might break the build for some examples (which #3259 tries to address by reenable building the examples)
