improve timestamp handling in transcripts

Clips were often cut in the middle of the first and last words. I applied a few tweaks:

• output timestamps to the prompt with 2 decimal places instead of rounding to int
• output all timestamps instead of max one per 4 seconds
• clarify the prompt template a bit
  This seems to help a lot.
