BetterRTP cause world keep generating new region

Describe The Bug:
So i dont want to explain this again this just the next stop from Multiverse/Multiverse-Core#3235

How To Reproduce:

1. Intall BetterRTP and Multiverse
2. Make a new world using mv with VoidGen Generator
3. Add the world to BetterRTP config (not always)
4. Restart the server

Expected Behavior:
The world will only generate 4 region at first load for spawn purpose and generate new region when there people inside the world

Its started when im using minecraft version 1.20 as the server version

Using Terra plugin. BetterRTP does not appear to respect a world's custom generator, and is generating vanilla chunks in modified worlds.

This occurs for ALL pregenerated chunks in BetterRTP. I've set the "pregenerate-chunks" in config to 0 so that the damage is minimal (only the RTP chunk is vanilla).

Providing more data:

BetterRTP appears to SOMEWHAT respect the world's generator.

In a 5 chunk by 5 chunk square around the rtp point, it appears to use some warped version of the generator on vanilla worlds (world, world_the_end, world_nether). It makes a mix of vanilla and custom.

I believe I found the cause: BetterRTP preloads chunks. When the world generator is switched, the preloaded chunks are old.

Solution: default "preload queue chunks" to false (add a config option).

Additional suggestion: allow us to clear queue using a command (so I can wipe the current queued chunks)
