Simple IFDEFs to make it compile under Windows

Hello Tesla2k,
could you please leave some words, why your changes are required?
The unit is excepted from default compilation in package pascalio as it's designed for Linux only. So it is possible to open the package on Windows and click on "compile".
Also types cint and off_t (or coff_t) are available in unit ctypes in a platform agnostic manner.

Added some simple IFDEFs to make it compile under Windows. Nothing beautiful, but lets me test my project under Windows.
