Aren't 'lead development' and 'drive the effort' the same?

Feedback to the PL is a good addition though.

Maybe this comes down to personal taste; but, for me, it's the difference between being a leader and being a manager.

"Driving the effort" (to me) sounds like being a manager. Organising meetings, checking progress, identifying and mitigating risks, etc. For example, one could imagine that goals have been given to the manager and they are tasked to implement them (by "driving the effort").

"Lead development" (to me) implies having leadership skills; i.e., having an awareness of the landscape, building a strategy or vision, weighing up pros and cons of different options, etc. This is more about setting the goals.

This leadership role (within the tasked area) naturally feeds into the leadership role of PL, hence the "strategic feedback" part.

Feel free to use (rephrased or otherwise) or reject any or all of this -- I'm just sharing some thoughts.

@paulmillar thanks for clarifying.
How about something like this?

- provide strategic feedback to project leaders about their tasked area,
- leading the effort and the implementation needed to achieve the objectives established in their tasked area,
- managing activities necessary to achieve of objectives within their tasked area,

- work independently,
- be able to find adequate resources
- be confortable to ask for help if needed
