This pull request changes the compat entry for the ForwardDiff package from 0.10 to 0.10, 1 for package downstream.
This keeps the compat entries for earlier versions.

Note: I have not tested your package with this new compat entry.
It is your responsibility to make sure that your package tests pass before you merge this pull request.

We really need to clean up our test suite so we have tests that don't require loading everything downstream

The old style of downstream tests could really just be moved to the downstream repos. We just never did that when the downstream CI was added, so they are a bit legacy.
