"might be whole site or ..." If tester encounters ... scope might change as you test

Providing a conforming alternate version is not a requirement. Rather, it is an acceptable method to provide the same information and/or functionality in an accessible manner when other non-conforming version(s) of that content exist. Therefore, **FAIL** is not an appropriate test result. When a Test Condition is **TRUE**, the Test Condition result is **PASS**.
