Project Step Change Notifications are configured here: https://github.com/SeedCompany/cord-api-v3/blob/f7ff99f81fc69bdb8136b63bed410becc34934e6/src/components/project/project.rules.ts

Notifications are sent in 3 ways:

  1. to all project team members
  2. to users with a specific role (ie. Controller)
  3. to Distribution Lists
