Add: Reusable client toast notification snippet

Adds a lightweight client-side toast notification utility (SnToast) plus a demo client script and README.

Files added:

• Client-Side Components/Toast Notification/README.md
• Client-Side Components/Toast Notification/toast.js
• Client-Side Components/Toast Notification/demo_client_script.js

Purpose:
Provide a reusable alternative to g_form.addInfoMessage() for forms and Service Portal. Simple to adopt: add toast.js as a UI Script or include in portal widgets.

Testing:

• Include toast.js in a UI Script or Service Portal widget.
• Call SnToast.showToast(type, message, { duration: ms }) from client scripts or console.
