Sketch Lib RMT mapper is extension to open sourceed Jose et at compiler

There was a bug in original p4_hlir, so we also uploaded fixed version of it.

Due to the DNA, we can not put specified hardware numbers. Please update the following files by correct hardware numbers if you have access to Tofino hardware
