Upgrade the provided Maven dependency to the current source-built TLibs 1.1.0 release. Both build and tagged-release workflows pin the checksum installer to the release commit; Java 25 is required for builds and server runtime.
Preserves the current dated-development/tagged-release pipeline and its verified ServerAssets inputs. The README documents public TLibs installation and the separate private compile-time APIs. No gameplay source changed or live server updated.
Validation: Maven clean verify and all 741 tests pass locally on the final merged source. GitHub also verified the dependency download/checksum/build path. Workflows pass actionlint and all private input checksums match. TLibs remains provided and is not bundled into the consumer JAR.
