Upgrade the provided Maven dependency to the current source-built TLibs 1.1.0 release. Builds and server runtime require Java 25. Existing build/release workflows use Java 25 and the checksum installer pinned to the release commit. TLibs remains a separate runtime plugin.
Validation: Maven clean verify passed on Java 25 against the exact published JAR. Existing non-TLibs system dependency paths were resolved to local authorized reference artifacts for validation. No gameplay source changed; old TLibs versions remain available for rollback.
