Remove the obsolete tier migration script and its stale input config. Running it with defaults overwrites current gem settings with older values. Current packaged configs remain unchanged; no tracked callers reference these files.
Validation: reviewed the exact deletion list; verified every surviving tracked file except the intentional ignore update is unchanged;
git diff --checkpasses. The standard PR build, tests and JAR verification must pass before merge.
