Align the plugin with TFMC’s Minecraft 1.21.10 server and Java 21 runtime: compile with release 21 against the real 1.21.10 Maven server API, declare loader compatibility, and align CI where needed. Preserve the existing dependency preparation and release workflow. Update the removed BLOCK_DUST particle constant to BLOCK.

mvn -B -ntp clean installpassed; this repository has no unit tests. Packaged classes are Java 21 compatible, the descriptor declares 1.21.10, and the server API is not bundled.Default dependency pins now use the published Java 21 releases: TLibs 1.1.1. Pinned local builds and CI therefore select the compatible dependency versions.
