Clean CI workflow with solid security isolation (preview/bash3/publish三档权限分离), thorough version guard (no prerelease/build metadata, monotonic version, content-noop), and comprehensive test coverage. Hardcoded --owner wyuc confirmed as intentional. LGTM 🚀
